Peterborough’s approach to delivery is grounded in collaboration, proportionality and place-based leadership. The city has experience of delivering complex cultural and civic programmes through partnership, and this Expression of Interest builds on that existing capability rather than seeking to impose a new or centralised delivery structure prematurely.

Culture in Peterborough is delivered through a broad and connected ecosystem.

Cultural delivery already operates across a wide range of organisations, networks and informal practice. Established cultural organisations and artists bring professional expertise and production capability. Education partners support skills development, progression and youth engagement. Community and faith organisations contribute trusted relationships and deep local knowledge, particularly within neighbourhoods where participation has historically been lower.

Place, tourism and business partners support visibility, infrastructure and reach. Together, this distributed model reflects how culture is already created, sustained and shared across Peterborough.

The city has a proven track record of partnership delivery.

Long-running cultural programmes, festivals, place-based initiatives and cross-sector collaborations demonstrate Peterborough’s ability to convene partners, work effectively across public space, engage volunteers and deliver activity that resonates with local communities. This experience provides confidence in the city’s readiness to deliver a programme of national significance while remaining rooted in local ownership.

Learning has shaped a cautious and responsible approach to capacity.

Learning from previous UK Cities of Culture has informed Peterborough’s approach to capacity building. Earlier programmes highlighted the risks associated with rapid expansion, over-centralisation and delivery structures that are difficult to sustain beyond the title year.

Peterborough’s approach therefore prioritises strengthening existing organisations, growing local leadership and developing skills over time. Delivery capacity is designed to evolve in line with learning and ambition, prioritising resilience and sustainability over short-term intensity.

Readiness is about judgement as well as capability.

If shortlisted, the development phase will be used to refine delivery arrangements and align resources to the programme vision. This will include clarifying roles and responsibilities, strengthening governance where required, investing in skills and capacity, and ensuring that delivery structures support neighbourhood-led and co-created practice.

Risk management and readiness will be addressed through phased planning, partnership working and ongoing learning.

Taken together, this approach demonstrates a city ready to deliver.

It reflects a city that understands the scale of the opportunity, is realistic about the work involved, and is committed to building delivery capacity in a way that leaves lasting benefit beyond the title year.
